U.S. Department of Education Releases Negotiated Rulemaking Schedule and Topics

On Friday, the U.S. Department of Education released a notice of the schedule and topics of this fall's negotiated rulemaking sessions. Information about the sessions and a call for nominations of negotiators may be downloaded (in Word format) here.


Negotiators will meet virtually (and the negotiations will be available for public observation) on October 4-8, November 1-5, and December 6-10. Topics to be negotiated for forthcoming proposed regulations include various policies around student loan discharge (including borrower defense, closed schools, total and permanent disability, and public service) as well as Pell Grants for incarcerated students, mandatory arbitration provisions, and class action lawsuit bans. As part of these negotiations, the department will also convene a subcommittee on prison education programs.
