Among the news items on Inside Higher Ed's Live Updates page is a report on FERPA guidance issued by the U.S. Department of Education on how to handle student privacy issues during a public health emergency: "Generally, FERPA doesn’t allow colleges to provide information about a student to others without their consent. But there are some exceptions that could allow colleges to send information to others without consent as they deal with the spread of coronavirus, according to Amelia Vance, director of youth and education privacy at the Future of Privacy Forum. Vance said much of that guidance was already outlined in what the department released during the spread of the H1N1 virus."
